Phine (Delphine) Simms is the Founder, Principal Consultant, and Vision Champion for Phine Simms & Company, serving a diverse healthcare client base with a passionate commitment to identifying the new business opportunities and excellence in planning and implementation, with specific expertise in telehealth.
Phine has successfully served as a TeleHealth Architect for the University of California, San Francisco (UCSF), planning and overseeing a wide range of telehealth solutions within San Francisco County's "urban telemedicine" model. Prop 1D, California's landmark $200 million dollar voter-approved telehealth initiative, helped to start programs serving safety-net primary care clinics in San Francisco County for diabetic retinopathy screening, tele-spirometry, and tele-dermatology.
As the Project Manager/Trainer for the Alameda County Model eHealth Community, one of only 15 federally-funded pilot telehealth programs in California, Phine developed project management and implementation strategies, program planning, and site partner training for diverse sites that included Children's Hospital & Research Center Oakland, the Alameda County Juvenile Justice Center's Health Services Unit, and a middle school-based health center.
Phine also gained valuable expertise in secondary data marketing analytics at Veriquest, a pharmaceutical market research consultancy she operated from 1998 - 2007.
